The OTs-02 Kiparis submachine gun was actually designed in 1971, but has not gone into production until 1991 when it was adapted by the Russian police and MVD (Internal Affairs ministry).
This is actually a [classified] submachine gun in Call of Duty: Black Ops, and you can only unlock it by first purchasing all other weapons in it's category.
